Al-Haz Md. Mahbubur Rahman was born in an aristocrat muslim family at Kalapara Upazila in Patuakhali District on 1 January 1954. He is the son of Late A K M Ismail Talukder and Late Most. Halima Khatun.

He has completed his Bachelor and Masters Degrees in Political Science from Dhaka University. He has an LLB Degree also. He was brought up in a political family. His father was the founder General Secretary of Kalapara Thana Awami League from 1949 to 1972 and the President of Kalapara Thana Awami League since 1972 until his death.

He has begun his political career with his father. In his student life he was the President of Kalapara Thana Student League between 1973 and 1974. In 1988 he had been elected as the General Secretary of Kalapara Thana Awami League. He occupied the position till 2002. In the year 2003 he has accepted the charge of the President of Kalapara Thana Awami League. Since then he is continuing his duty as the same. He is the Vice President of the Central Executive Committee of Bangladesh Awami Shechashebok League.

He and his father have inhabited the positions of President and General Secretary of Kalapara Thana Awami League for 47 years by relation in the long political history of Bangladesh Awami League. Having the faith of Bangbandhu's ideology, Mr. Mahbubur Rahman is working for the benefit of the nation and the country for his whole life.

He was elected Member of the Parliament from Patuakhali-4 constituency in the 8th national parliamentary election in 2001 and the 9th national parliamentary election in 2008.

He is a father of two daughters. His wife is a house maker.

On the 31st July of 2009 Mahbubur Rahman has taken oath as a Minister of State of the Government of the People's Republic of Bangladesh.

At present he is working as the Hon'ble Minister of State, Ministry of Water Resources, Government of the People's Republic of Bangladesh.
